Hi Dan;

To answer your question, I ran the numbers and got the following:

Voltage changes as the turns ratio. Z changes as square of the turns
ratio.

600 ohms / 4 ohms is a Z ratio of 150. Turns ratio is the square root of
the Z ratio, or 12.23. Using 120 VAC for the primary / 12.23 gives a
secondary voltage of 9.81 

600 ohms / 8 ohms is a Z ratio of 75. Taking the square root gives a
voltage ratio of 8.7. 120 VAC / 8.7 gives a secondary voltage of 13.8.

No comment about the frequency response. Good luck.
