Dan,

		Assuming that you are referring to a 70.7 volt transformer, to get 600 ohm load, the transformer should be set to the 8 watt tap, or whatever tap is closest to 8 watts.  The wattage for a given load impedance is W = E2 / R, so W = 70.7 X 70.7 / 600 = 4998 / 600 = 8.33.  73.
