Cotton facers refers to the cotton buffing wheels available for Dremel tools 
and similiar devices.  They are also made in large sizes for pedestal and 
bench mounted grinders which will accept the cotton wheels.  You can get different 
types of polich to use with them.  It usually comes in sticks.  You press the 
cotton buffing wheel against the stick to pick up some of the polish and 
proceed to polish what you are working on.

You are cautioned to wear protective goggles since the cotton frequently 
sheds off the wheels at high speed.  Also, wear rubber gloves since there will be 
a lot of black residue that winds up on your hands and can take a good bit of 
scrubbing to get it off.

This stuff really does a great job. If you have seen some of the restored 
receivers recently advertised, you will realize what a great job can be done with 
these tools.
