Ok here's the findings from what everyone has suggested so far:
(By the way this radio has at some time been partially recapped)

 coupling caps from the 6SL7 to both 6V6's test good @.022uf.

  headphone jack contacts are good.

  secondary of the output trans is good (I think, with 259 ohms on 5000
and  27.8 ohms on 500)

  Tube voltages are as follows:  Pin#, Spec, Tube 1 w/head phones, Tube
2
 w/head phones, Tube 1 wo/head phones, Tube 2 wo/head phones

 NC 1.  grnd.      0, 0, 0, 0
HTR 2.  grnd       0, 0, 0, 0
PLATE 3. +250v     +259v, +257v, +234v, +254v
GRID 4. +230v     +242v, +241v, +221v, +239v
GRID 5.  0             0, 0, .001-.006, .001-.010
NC 6.  NC         0, 0, 0, .039
HTR 7.  6.3vac     6.24vac, 6.2vac, 6.1vac, 6.1vac
CATH 8.  14v          14v, 14v, 13.7v, 13.5v

My supply voltage was set at 110vac through a variac.
