Unfortunately, I think your best bet is to find a junker HT-32 chassis with 
the relay in it, or perhaps one of the denizens of this NG has a spare.

Some things you can try :

1) Be sure the voltage is what it should be.  A slightly lower voltage can 
cause the relay to be sluggish and/or intermittant.  Have you checked the 
relay control tube ?  It could be weak.   At the very least, try swapping out 
the tube.  I'm at work now, and don't have the schematics handy, but as I 
recall that tube is a 12AT7, and there are other 12AT7's in the unit for a 
quick swap / test.

2) Clean the relay.  I've used just compressed air, but I suspect there are 
other techniques for cleaning dirty relays.  This could involve disassembly 
of the relay itself.  I've not had to do this (yet), but I've read other 
threads where this has been done.
