Tom,
You didn't say anything about doing an alignment or checking tubes.
It almost certainly needs an alignment. If it still lacks sensitivity
after tuning it up and making sure all of the tubes are good then you
can start to wonder about caps, etc.

I recently acquired an SX-16 given to me by the wife of a late ham.
This is my first Hallicrafters receiver and was quite surprised after
some moderate cleaning that it started working again. This unit had
been stored by the late ham in his garage attic so it was very dirty
and dusty. Unfortunately I am lacking the cabinet but everything else
seems intact except for 2 tube shields although this unit seems to
work without them. The only thing that seems to lack some what is
sensitivity. I can hear WWV and WWVH and even the local 80 meter SSB
net here in Alaska. My question is were these radio's all that
sensitive in the first place and would it be worth it to start
replacing caps in the RF section to try and improve the sensitivity. I
have tried several different tubes in the RF Amp, Mixer and Local
Oscillator all with about the same results.
