Dan,
The chassis "may" give you a tingle due to power line bypass capacitors, but
it SHOULD NOT be hot enough to blow a fuse. I suspect that you have shorted
power line bypass capacitors that go from the power line to the chassis.
Remove or replace them with suitable UL approved capacitors made for power
line bypassing. DO NOT use regular 400 Volt or so capacitors as they can
again short with a power line spike.
