That's right, Hank.  "Fair market value" generally refers to prices as determined by free market dynamics -- not restricted by government price controls, price fixing by manufacturers, influenced by subsidies or rigging by cartels.  Prices seek their own level.

In this context, the word "fair" does not mean reasonable or even sane.  More like "fair" in the saying "all's fair in love and war."  And online auctions.  

Yup, sometimes greed plays a part in it all.  Also known as motivation, incentivization, the profit motive and a few other things, but don't get me started, heh heh.
