About a year ago I bought a pair of GMRS radios. When I asked about 
licensing, I was told by the salesman, "There's a form in the box, just fill it out and 
send it in." Being one to do things right, I looked for said form, but it was 
not to be found. So, I logged onto the FCC website, and after negotiating a 
maze of greater complexity than the 1040A form, I found what I needed to do to 
get a license. What shocked me was that the fee was $75.00. I found at least 
four reasons why most people don't bother getting a licence, and all of them 
were right on the FCC site. They (the FCC) are their own worst enemy. I thought 
they were supposed to operate "In the public interest."

While I don't agree with those that don't "bother" with a license, I can 
certainly understand why they might have taken that route.
