[Hallicrafters] sx-25 s-meter operation

trying to solve  problem , don't know if my schematic is correct. no s meter 
movement. my understanding is it depends on avc voltage being sent back to 
grid of 2 rf  to change plate current which will  move the meter. i have  a good 
avc voltage swing on c28 an c29  where they tie into the voltage divider but 
have little swing at the common junction of the 2 caps  the common point ties 
to  the avc line back to the grids of the rf stages thru the avc switch, but it 
also ties to pin3 of the phase inverter which is about 1 1/2 volts positve 
from the voltage divider  at r40. question must i overcome that plus on pin 3 to 
get the avc to effect the rf stages?. at the junction of the caps a get abt 
1/2 volt swing on a good sig but on the other end i get abot a 10 volt swing. 
any thoughts?
