At the time this radio was in the catalogs,  it was typical that most 
hams had  headphones with a fairly high impedance.  It would have 
been unusual to find a pair of 3.2 or 8 ohm phones.

I think all they are saying here is that it isn't cricital, and whatever 
you have will work just fine.
