[Hallicrafters] HT-32B 7360 Modulator Balance

  Beats me, I think I'd get a DEgaussing coil and 
degauss the HT-32's cover and see if that helps.
 I think any "magnetizing" you do around the HT-32
chassis would be undone next time you turn the rig
on due to the AC field around the proximity of the
power transformer.
