Is there an electrical reason not to mount the new filter caps above the
deck? ( shielding?) They will fit real nice on a terminal strip where 
the
old one was. I'm not concerned about looks.

    There could be some, but I think slight, electrical interference 
caused
by placing the filter caps above the chassis.  BUT I think it would look
ugly so why not take a second look to see if they would go underneath.
I haven't found a problem on the radios I've worked on so far on getting
the capacitors underneath.  I usually attached a terminal strip to one 
of the
lugs on the old capacitor can and just leave the can in place.  It all 
ends up
looking good.
