The prohibition actually has nothing to do with FCC
regulations. However, all of those contests that
originate in the US (that I know of) do not allow
contacts on the WARC bands. I don't know about
foreign contests. I believe that this originally was
started because most of the equipment in use could not
operate on them and if they were "opened up" to
contests that an unfair advantage would be given to
those who could operate on those bands. Although most
of the newer equipment can operate on the WARC bands,
a precident was set and no one has chosen to change
this.
The ARRL is now recognizing DXCC, etc., from the WARC
bands. But, in general, that hasn't had any effect on
contests.
The Collins S-Lines and KWM-2 series equipment operate
quite well on the WARC bands as well as the new 60
meter band. But they are certainly the exception.
The old Hallicrafters HT-20 works fine on the WARC
bands as well (it also will operate on the 60 meter
band but since it is CW / AM only it cannot be used).
