I have many of these around and all are the same. All on my shelf
respond with movement when jostled.
When I bought my first external Halli outboard S-meter kit in the early
sixties, it arrived with a spring steel wire short across the meter
terminals to provide some damping for protection during shipment. This
shorting bar effectively is like putting a short on a generator (which
the moving coil is) causing it to turn hard (damping) by providing the
equivalent of electric load for the moving coil (generator).
He is correct in that there is a plastic screw with the equivalent of a
pitman crank on the back side (under the "h") that is used to adjust the
spring tension to provide zero set.
If it is missing, it does not necessarily mean that the meter is shot.
One can remove the plastic cover and zero-set the meter, being sure to
remove all static charge from the clear plastic face before or after
installing or sometimes use a toothpick to move the tension adjustment.
If the screw is gone, the metal retainer could be loose inside gumming
up the works.
The meter could be bad if it sticks but these units which are all
plastic are also susceptible to strange behavior that resembles sticking
which can be caused by static build-up on the face or lens. Remove the
static and they can work fine.
