[Hallicrafters] SX-16 S Meter Questions

Just a few questions regarding this meter.   

Does the needle normally rest on the right side,  as the SX-17 and SX-25 meter needles do?

Would anyone know if there is an internal shunt in the meter.  I notice the insulated area between the two terminals on the inside of the meter case (where a coiled shunt would normally be)?

Should the receiver deliver the most milliamps to the meter when the receiver is set up to zero the meter?   I am trying to determine the full swing milliamp rating for this meter.
