Hi Ed,
    You might try the Dick Smith K-7204 ESR meter.  It'll measure those low
resitances, and you can zero it out to take out the affect of your leads.

    I use it quite often.  The kit goes together pretty quickly, and if you
have any problem with it there's a website with lots of FAQ's on what to do
if it does or doesn't do things, for troubleshooting.  I think I had 1 lead
that I didn't get enuf solder on & it didn't make connection - they pointed
me right to it.  The ckt board is small, close traces, so I was being
careful not to get any bridges.
        It'll point out poor switch contacts real easy, & other stuff as
pointed out some in

like where a short is in a string of paralleled components.
