One or both of two things...
1. A short between the plates, a small particle of metal growing between the palates (crystal of
metal) use soft brush and contact cleaner, or compressed air th "low out" such dentrites.
2. Bad contact between the moving vanes and earth, there is a "slip ring" and metal fingers
between the moving vane and the frame of the capacitor (earth) tension up the fingers, clean the
slip ring surface.
This assumes that the cap shaft is not mass aligned/ loose in its mountings.
