Perhaps the coating was for protection from humidity, salt air, or other environmental hazards encountered by units in military service? That might explain why some had the coating and others did not?

Is Korite that black gunk that looks like tar? My 28 had 'em coated in it,
but my 28A has uncoated xfmrs and chokes.
