Hi Skip:
 
After reading your message, I remembered an interesting narrative regarding the revival of an unresponsive S meter (SX-28) at http://www.antiqueradio.org/halli12.htm
 
Is there any chance that your unresponsive S meter could be caused by a bum "Zero Adjust" pot at the back of the set?
 
Here's hoping it's something that simple!
