[Hallicrafters] Will not load up!!!!

I have a HT-32B which has a problem. It will load up on 80/20/ and the upper portion of 10 meters. It will not load up on 40/15/ or the lower portion of 10 meters. I found two bad tubes which I replaced but to no avail. The bias adj reads a -36volts d.c. If I adjust it to the -49 volts d.c. none of the bands will load in the cw ,dsb,usb or lsb. I am wondering if anyone has had this problem? Any help would be appreciated tnx Dave WB6BIL.
