George,
You don't want to connect the green power line ground to the chassis. The
chassis is one side of the AC Line, preferable the neutral side of the line.
If you look at the schematic and the radio there is a .1ufd capacitor that
connects between the chassis and one of the switch frames (which is isolated
from the chassis by rubber grommets because this frame screws onto the front
cabinet). This makes an AC connection between the chassis and the case but
keeps the case floating from the power line (kinda similar reason there is a
capacitor from the antenna ground lug to chassis ground). You want to
connect your green power line ground to the case.

Also, while you're in there, you may want to rewire the circuit so that the
hot side of the AC line is switched instead of the neutral (chassis side).
Otherwise you will find that connecting up test equipment ground to the
chassis will magically turn the radio on even though the on/off switch is
off. I highly recommend use of an isolation transformer when doing any type
of service on these AC/DC sets. This condition will not occur if you're
using an isolation transformer.

hi Guys
I have a S-38 that has a bad power cord and I was thinking of putting on a 3
wire cord. would the green ground go directly to the metal chassis. ?
I just received it a couple of weeks ago and brought it up with a varaic and
it worked !. still has all the original parts  Caps resistors ect.. only see
one up-dated cap in the whole thing.
any ways thank for all your help.
so 3 cord ??
