It sounds to me like the local oscillator is dropping out as you tune
lower in frequency, until it stops oscillating altogether by the time you
get to 38 MHz.  Check out the injection level at the grid of the mixer. 
Use a high impedance meter (VTVM) with an RF probe.  A good 50 MHz scope
would also do.  If you have another receiver that will tune the range in
question, listen for the oscillator signal and follow it as you tune
lower on the -62.  This may answer the what, but not the why.
