Say -- it just occured to me that a 12SG7 (the IF amp in an S-38C) has more gain than an 12SK7 and might, even when functioning properly, be the source of insufficient AGC action on extremely strong signals. 

I'll swap tubes tonight and experiment. 

Has anyone else been able to compare the audio in a 12SK7-equipped early S-38x with a later 12SG7-bearing one?
