The setting for S-9 should be 50 microvolts across 50
ohms.

There are quite a number of older civilian and
military signal generators with calibrated attenuators
that go for less than $100. These include the
Measurements Model 80, TS-497 series, URM-26, HP-606,
HP-608, etc.

Once I have the S-meter operating properly, I will
need to adjust the factory gain to get an S-9 reading
with the proper input signal. Without a $1000 piece of
test gear, is there any simple way to measure a 1/2 or
1 microvolt level?
