Glen's suggested material and procedure is right on target...

I might add, that if your resultant "wrinkling" texture is a trifle heavy or 
bold, you can--after the last applied coat is dry--lightly sand over the 
surface, as needed, with a sheet of stearated sandpaper (light gray 
color)...This will diminish the texture...Grade 400 is about right if you 
first rub the girt surface against itself lightly to remove the sharper 
points of the abrasive mix...After, blow the surface clean and proceed with 
colorcoat and topcoat(s) of non-yellowing clearcoat in dead-flat, flat or 
satin to achieve the final lustre desired.
