You are incorrect.

It  would take much too long to find a 57'Chevy with a battery in it.
The Russians still have a lot of vacuum tube technology because they
could not produce the solid state stuff....not because they think EMP
would not affect their equipment.
Besides, everyone will have other things on their mind instead of
sparking a couple of wires together in a vintage auto junkyard to try to
communicate with someone that is not there.
All this reminds me of the film 'On the Beach' where a window shade and
a bottle is operating a key in Australia....just dumb....its only a
movie..
