The code requirement is five words per minute for General or Extra. The ARRL has
removed any incentive to develop good or rapid CW skills by lowering licensing
standards over the years. You will not find many good CW operators under sixty
years of age.

80 and 40 meters especially have a lot of CW operators
who are in the under 10 words per minute bracket.

If you just get the CW endorsement for the Technician
Class and don't go on with the General Class right a
way, then you will be limited to 200 watts in the very
bands where low speed operators tend to operate.

As for transmitters, Hallicrafters didn't have that
many.  There is the HT-40 which requires either
crystals or a separate VFO.  Otherwise, Hallicrafters
did make a number of SSB / CW transmitters that run
under 200 watts output.

There are all sorts of transmitters made by other
manufacturers that were used with the SX-42 receiver. 
Heath and Johnson made quite a number as did WRL
("Globe Electronics") and several others.
