A google search shows lots of info on sun spots and their cycles. Take a
look at: http://science.msfc.nasa.gov/ssl/pad/solar/images/zurich.gif
This is a graphical presentation for all of the cycles from 1750 to the
present. Looks like the maxima for World War Two was actually around
1939 with the next minima around 1945. This means that the signals out of
the Afrika Corps in '41 & '42 would have been fairly high on the slope down
from the maxima and propagation could have been pretty good for the early
forties before they were driven out of Africa in 1943 (I think if memory
serves me!).
