It has been my experience that the vast majority of
the "new" equipment has the "S" meter circuitry
adjusted to show a much higher reading than the old
"S-9 = 50 microvolts" that the boat anchor equipment
had. Sometimes, the service manual on the boat anchor
equipment called for 100 microvolts into a matching
resistor which actually equals 50 microvolts out of a
"modern" signal generator or service monitor.
I have found that a signal as little as 5 microvolts
producing a 10 to 20 dB over S-9 signal in the newer
equipment. In my opinion, the manufacturers like to
make people think that their equipment is more
sensitive than the next piece by making the "S" meter
read higher. The result is that the old 6 dB per "S"
unit does not exist any more. In reality, it is more
like 1 dB if that much.
Thus, virtually every signal is "S-9" or better when
measured by the newer equipment. There are probably
some units out there of newer manufacture that have
accurate S-Meters. But, from what I have seen these
are few and far between.
