There is a very large sign that hangs over the
counters around this part of the country (Texas) that
says that the packages WILL be opened for inspection. 
I was told by the counter personnel that this was
supposedly for the entire US.

However, I stopped using UPS about a year ago after
they constantly damaged even triple boxed and wooden
crated items.  So far, FedEx ground hasn't damaged
anything including some incoming items that were very
poorly packed.

Mouser Electronics, located just south of Fort Worth
about 60 miles from me, ships by UPS ground.  Out of
the last 9 shipments that I have gotten from them 8
boxes were completely crushed.  The 9th box arrived
OK.  However, it had been opened at UPS and resealed
with their tape.  Unfortunately, there was nothing in
that particular box but packing.  Mouser immediately
shipped me the missing parts.  As for the 8 crushed
boxes, fortunately the items were small parts and were
not damaged.  If there had been anything in a cabinet,
etc., there would have been nothing left!  

I usually get an average of 2 shipments from Mouser a
month, and I just cross my fingers that the boxes make
it.  Usually, Mouser ships at 9:00 PM and the box gets
to my house by 6:00 PM the next day (sometimes
earlier).  The only two places that the shipments go
through are the Fort Worth distribution center and the
Mesquite distribution center.  I think that the
problems are at the Mesquite center since things
coming in from other areas go through it and not the
Fort Worth center.  At least 50% of the shipments that
I receve from UPS are damaged in some manner.
