[Hallicrafters] Relay Help Needed For Sunday HCI Net

VE4WI, Craig Winchar, in Winnipeg, Manitoba, Canada is my designated relay
station. Unfortunately, for whatever the reason, he can not hear me or over 85%
of the other USA stations. Maybe one time out of ten, he can hear me. This
problem has persisted for five months. It is NOT his equipment or his antenna
system. It is propagation.
I would be interested in learning if this type of regional propagation blight
has happened in the past in some other geographical region. Is there some sort
of regional atmospheric (Meteorological) condition that could affect a specific
area? Such as heavy smog over LA. (Not that smog blocks rf, it just kills
lungs!)
This is more than just the ordinary old solar cycle. But I am not learned enough
to understand precisely what is going on here. Perhaps one of you with decades
of experience, and having lived through many solar cycles while being active in
the world of radio, can enlighten me as to what may be happening.
Until the propagation entities decide to go bother another Mars lander
attempting to park its rungs on the red crust of the fourth rock from old Sol,
thus permitting my good friend VE4WI to once again park his buttocks in his NCS
back up chair, I am in dire need of somebody to assist me with relay work for
the Sunday HCI 20 meter Net. I need somebody in the aproximate area of Oklahoma,
Nebraska, Colorado etc. The help I need is with the adjacent states where the
signals on twenty meters hop, skip and jump right on over my VOA antenna farm
out back in the woods by the Frogzilla frog pond estate.
If you can assist me from 1:15-3:00 PM EST, (1815-2000 UTC), or any portion of
