At those high altitudes things do get fuzzy. (I used to live in Morrison
area!)
Just think of a generator as a variable frequency source with an
attenuator.
the old H-P 200 series audio oscillators are excellent for this
application,very low distotion and stable. 
 But for the H-C if use a counter is needed to provide the accuracy
required.
