Folks:

If you are not concerned or maybe even irritated about this on the 
reflector, pls accept my apologies and delete.  Put yourself in my shoes, 
and think of this like your neighbor just got the city engineer to bulldoze 
your shack and antenna farm...without asking or consulting first with 
you....  I really need your help.


Look at the following DETAILS, form some reasoned responses, and communicate 
with your board, and with the Marina City Council, listed earlier.  We need 
tight, timely responses. the Marina City Council Meeting is one week away, 
Next TUESDAY!  18:30PM
We need MASSIVE TURNOUT!  MASSIVE EMAIL TO EACH CITY COUNCIL MEMBER. Each 
who speaks at city hall, can speak for 3 minutes at the council meeting.
and then request the item be placed on a future agenda.
Here is a short synopsis of events from early on to present, at N6IJ:

TIME LINE:

Details, Timeline of N6IJ evolution to today�s blindside�..

1994	Ft Ord Closes; Discover possible opp to save MARS Station
1995	Investigate procedures to request transfer of  MARS station to entity 
for further use as ham station.  Discover existing time window where site is 
vulnerable to higher priority acquisition by DOD, School Entities.  Must be 
cautious and wait go go public during time window for higher priorities 
precedence to expire.  Have to keep quiet.  Somewhere during this  quiet 
time, Greg WH6DT, local NPSARC Ham discovers secret, is enraged,   Blows 
secret to NPSARC..Probably making it look like I was hiding secret for 
personal reasons/usage.  The Site was still was in vulnerable time window, 
if DOD (Department of Defense, Army, Navy, Air Force, etc) noticed it, they 
would have taken it instantly.  Worked low key with Monterey County Schools 
Superintendent to begin acquisition through their auspices.   They 
eventually backed out due to extreme budget crisis  (7 million deficit)

1996	Contacted  City of Marina as possible partner.  Worked out arrangement 
with City Manager to proceed under City Recreation Department Activity 
endorsement.  Worked with local programs, scouts, schools, etc. Filed 
Quarterly Activity Reports.  Shared activities with other local Entities, 
NPSARC, Scouts, ARTOG, Rick Lagerstrom.  Emphasis on HF.  Rick fuming at 
direction, Leadership of NPSARC club.  Vows to either quit or take over.  
Forms CARTOG, his own group that works with NPSARC.  Runs for Pres, Loses.  
Eventually wins.  Not an HF man. Training guy.  10K race support, etc. Given 
to extreme behavior.  Was enraged, wanted to NUKE an administrator who 
initially said site not ready for Scouts and JOTA. (Due to no water/sewer 
facilities)  Explained to me how good he got while in military (G-2 
Intelligence) at Nuking other (people) that he perceived as being in his 
way, and covering his tracks.  FUMING�I had to calm him down.   Worried me�
1997	Continued N6IJ operations under direction of Recreation Department.
Had a falling out with Rick just prior to JOTA Oct 1997.  Rick would not 
discuss.  Went straight to City Rec Department� made fool of him self.  And 
ham radio.   Made  false accusations, theft, etc by me�.asked to follow up, 
at following meeting, never showed.  City was mystified.  I wrote response 
to all accusations, answering them, and submitted to city.  (I have an audio 
tape of that meeting.  Apparently never got over that.   Apparently been on 
Nuke path ever since, though subtle and cunning.
I quit NPSARC as Active dues Paying member.  Active still in Radiofest, 
(Worked for Radiofest since beginning) and occasional events, due to 
workload at N6IJ.
1998:  Kenny KK6CS, was found to be using NO-KORODE acid flux on all Coax 
systems at N6IJ.  I almost fall over.  Try to gently teach/persuade Kenny 
not to use the Zinc Chloride Flux.  Kenny, a good plumber, but not a real 
tech, goes ballistic, Quits�had enough. Tells me I don�t know what I�m 
talking about re Zinc Chloride Flux.  Storms out.  Quits. Doesnt want any 
stuff that he brought to N6IJ.
With these two venting bad blood, I just ignore and continue, community 
events, City Service.  Only Occasional ARES events.  Lots of HF, Contest 
hosting.

I fix about 10 or so PL 259s with acid flux damage over next year.
Kenny joins Rick�.Fuming. Still thinks I'm dumb with respect Solder flux.
1998-2000 Continued ops and community service, with Boy Scouts, etc.  
Realities of operational cost discouraged many of the new hams from joining. 
  (Many said $5.00 per month too much)(?!)  Rick runs  NPSARC and his CARTOG 
group, along with ECTAR, to community events, 10K, Big Sur Marathon, Etc.  
Apparently indoctorinating others on Evils at 599 DX Drive.
1999: City of Marina decides they have too much risk with our antenna farm 
activities.  City manager and council decides to create a Concessionaire 
situation.  We begin analyzing and writing a proposal.  Long 
process�.Submit�.tossed back, for lack of economic proposal factual 
information.  Give us a Equestrian Center operating agreement for model to 
work on a N6IJ agreement.
Summer 2000  Return from WRTC 2000.  Called in by Police.  Questioned, by 
telephone; cleared, Officer says a complaint was filed alleging theft. 
Officer says he thinks it is just disgruntled ex club member sour grapes.  
Says not to worry.  Question Content indicated either Ken, KK6CS or MAX K0MC 
were one who called in false complaint.
VHF Field Day 2000, 30 ft or so of tower disappears from K7KX' (Bryan)  
trailer on site.  K7KX's VHF, UHF antennas Damaged.  Bryan Confronts Ken, 
KK6CS, who has tower. Ken, KK6CS notified to return tower or Police will be 
called.  Returns tower.  KK6CS Fuming...

March, 2000�Longley Decides to announce competitive bid proposals.   Opens a 
Request for Proposal period, soliciting proposals.  N6IJ writes 
one�difficult.  (Competitive, so other entities like CARTOG, NPS, ECTAR,  
are also competing now.   N6IJ proposal Submitted, only one submitted.
Begin Negotiations�Difficult.  Big Expenses expected. Work interactively 
with city on difficult operating agreement  requirements.  Work with Police 
to offer Police radio equipment interface at N6IJ.   No help from locals.
Dec 2001:  John Longley Takes CM Job for Porterville. Continuity, progress 
on operating agreement stalled pending new city manager.  Police Chief also 
retires, New Chief  becomes Recreation Director.  Resume talks with Mike 
Morrison, City Council.  Offer new proposal to buy land and continue to 
operate, to benefit of City as land owners.  Mr Morrison in full support.  
N6IJ also has incorporated, with talented board and advisors working on 
501C3. Lots of work though.    New police chief friendly, wants to pursue 
new different working relationship with us, on backup comms.
During this time, unknown to me,  Various ARES personalities, etc are 
isolating me from ARES activities, finally �prohibiting� me from talking to 
Marina relating to Emergency Comms.  I protest loudly. by email.  Don 
Carlson, KQ6FM, EC SCV slams me, prohibits from further thoughts re ARES at 
Marina.  Appoints Tom, KF6OZK as Marina EC.  Dials N6IJ out of picture.  
Radiofest. KQ6FM alleges slander to him..serves cease and desist order at 
Radiofest� (I�m stunned, never slandered Don)   Slammed by Glenn Thomas ARRL 
SM, apparently for my objections to Carlson�s actions.  Glenn WB6W, told me 
in no uncertain terms how N6IJ would not be useful for ARES communications.  
Mobile HF stations  are needed, not big fixed stations.  All this is in 
archived email. Locked out from local Ham Reflector, Mobie, serious 
violations alleged. by Ed West.
June-July�.Told by a Santa Cruz Ham that NPSARC has blackballed me from 
further membership.  Surprised� I�ve been to no NPSARC meetings in 2 years, 
nor membership in 3� whats going on?   Somebody  tapes the next NPSARC Radio 
Club public meeting.  God awful�.unfounded allegations by raving Pres Rick 
Lagerstrom, too many to count�.I see the picture better now.  Many things 
beginning to be tied together.   Sent in written inquiry to Board about what 
the Black ball was about.  Ignored.
Requested copies of Minutes of meeting when blacball occurred.  Resisted, 
initially refused, then grudgingly the Secretary relented, and released 
'Secret' minutes describing the deed.   NPSARC had to reduce Quorum to 10% 
because of poor meeting attendance.  (6 persons at that time could run the 
club business meetings. Went to NPARC website.  Retrieved archived minutes 
recently posted.  Discovered material facts doctored in posted minutes 
compared to original minutes. Omissions of critical facts, amount to cover 
up of what really happened, with respect to blackball vote, in my opinion.  
Not clearly stated to reader of minutes that a blackball vote of Pat 
Barthelow occurred.  'reference to: 'a former member'.
I encourage readers to read archived minutes: 2002, especially April May 
June.  many omissions.  Quorum counts do not agree with audio recording of 
roll call, even including 'proxys'.  Far fewer actually showed than were 
listed in minutes. I will send to you if you wish to read.

So. with a history of:
Doctored Minutes; (No longer public, but secret, Password Protected)
False Police Reports
Attempted thefts
Sabotage/Gross Negligence (Acid flux)
Screaming Secret meetings by NPSARC
etc.  I havent been asking back the perpatrators, and,
fortunately they decided to quit also....
I was warned NOT to Join ARES by two ECs in SCV due to the apparent rampant 
knife fight politics, but remained ever ready for emergencies by default, 
from being a top notch contest station with backup power.
So  while I have not ecouraged everyone to join, None of us that I know of, 
have EVER refused membership, to any fees paying ($5.00 per month) 
interested person.


Last Month�.December�.Told that NPSARC was looking to use Martinez Meeting 
hall in Marina, 1/8th mile from N6IJ.  Not comfortable.  Call Mike Morrison, 
Council man to see if it is legal to do so.  Says not, that he's on my side, 
and will take measures to stop.  NPSARC blue jackets mobilizes to Council 
Meeting and rips Councilman Mike apart.  They have two more meetings outside 
of council meetings. First one, no notification of N6IJ, Second one, not 
notifying N6IJ or board until 24 hours before.  Insufficient time to get our 
board to respond to unnamed accusations about N6IJ.  Mr. Morrison meets and 
is swayed by ARES, CARTOG, locals.  Writes a letter to them congratulating 
and welcoming, and vowing to �deal with�  others (N6IJ folks) �In his own 
way�.   His letter text included below.

Dear Ed, (W6DBL)

It was indeed a pleasure to meet you all in one room and discuss the
events of the last few weeks.  First let me sincerely apologize for my
mistakes in thinking you were "them and "they" were you.

You can be assured that the individual(s) responsible for perpetrating
this will be dealt with in my own way.  I do not appreciate someone
using a City Council Member for their own benefit, but I was also remiss
for not verifying the information sent to me over the last year or so.
Although from the sheer volume of emailed info, I don't think I could
ever get through it all.

There is no doubt in my mind now as to who are NPSARC, ECTAR, ARRL, ARES
and CARTOG.  A hearty "Thank You" to you all for the gracious and
life-saving work you do.

As was discussed in our meeting, Chief Drummond and Council Member
McCall will assist in getting things turned around and the MARCS Station
readily available to those who have a desire to use it.

On another quick note, I have received assurance from City Staff, that
the Veterans Transition Center is a perfectly "legal" place for you to
hold your meetings.  So, Welcome to Marina!  I will personally make sure 
that the other individuals who were concerned, or wanted to use the
place themselves, will know that it is okay for your, and their, groups
to use Martinez Hall for Non-Profit Group meetings.

A special thanks to all who attended tonight's meeting, including you,
as well as Tom Cardinalli (KF60ZK), Brain Broggie (W6FV1), Ken Trammell
(KC6VMC) and especially Eric "Rick" Lagerstrom (KN6FR) for his
understanding and patience in educating me about your organization(s)
and the purpose they serve to our community.  I can honestly say that
Marina is fortunate to have you all and I look forward to working with
you to enhance Amateur Radio in the City of Marina.
