Folks,

I inquired to the City of Salinas about erecting antennas within the city, 
and asked questions as if I was an aspiring applicant.  This was after 
learing of a Salinas Ham's bad experiences of having to take down antennas 
on his property after a neighbor complained.  I do not have the numbers 
here, but can give a summary of the Plannng Department, and the Public Works 
department concerns.

I also have names, points of contact with those two departments, if you want 
to contact them, but not with me as of this writing....


The major issues read to me by the city were setback issues from property 
lines, in the back yard, and a different set of setback numbers if it was 
the front yard.  There were minimal clearances (feet) specified from side 
and rear fences, and from house walls.  There was also a rule that 
effectively, though indirectly limited height.  The rule was, that the area 
covered by the guy anchor locations must be less than 10 percent of the 
total lot area.  If the antenna structure was attached, (or closer than 10 
feet to) in any way to the house, a building permit, and additional 
paperwork was required.  While not saying so directly, it was apparent, that 
the city employees were aware of some aspects of PRB 1 which limits reasons 
that the city can use for limiting height.  I know this because they 
referred me to the FCC and FAA when I asked them if the city imposed any 
height limits on amaeteur radio antennas, and wouldn't give me a hard answer 
on behalf of the city.  The new ARRL publication on Antenna Ordinances would 
be very very effective in minimizing grief and costs to hams who need to go 
through the antenna permit process.

Also, if your local city does not have Internet-readable copies of their 
building codes, and ordinances, try to convince them to do so....
