Yes, this STA-M37 tape printer is based on the Teletype Corp M14.  

But the Russians didn't "copy" it.  Teletype Corp. sold the rights to the M14 & M15 to many European companies in the 1920s -30s, including Lorenz.  These companies then made improvements to the Teletype Corp. designs, like adding tape perf and tape reading to these units.  This STA-M37 unit looks to have a TELEX answer-back module on it.

This machine has three characters on each type arm and can type in two different alphabets: Cyrillic ("PYC" shift key on right - pronounced "rus"), Latin ("_AT" shift key on right - pronounced "lat"), and then there is the figures shift key (on left) "UNO" (don't know how that is pronounced)

Looks like a nice unit and I'd buy it for the AWA Museum if it wasn't priced so high (especially the shipping).

Sure does look like a knock-off of Model 14 tape printer
(as used for telegram tape) ...  notice the text on the
manuals is Russian or similar?
