What are "these guys"?  Two banks of racks, it looks like 3 of them have high-speed paper tape readers.  (I love that high-speed reader mechanism, a capstan that spins at high speed, a solenoi-activated pinch roller, and a solenoid activated brake.  It can read at a phenominal rate (photoelectric) but it can also read a character at a time.)  Plus just one Model 33 in the picture.
