Mystery solved. The difficult part is now to replace the bent/broken studs on the selector that holds the mechanism. Lots of tiny pieces to not drop.

Do you have the full cast aluminum scale that is broken?  If not, I have some pictures of similar units that might help in reproducing the scale.

The pinion gear has no stamp but appears identical to another I have for 60WPM. The cabinet has a wood grain finish although in tough shape.It has a 1932 date stamp. Switches for 20/60 ma loop and polar/local are brought out nicely to the front as is a "knob" for adjusting the range. The range control is elegantly geared and there is a cast aluminum scale and pointer at the front of the cabinet. Along with a few other parts, some missing por broken on the selector mechanism the cast aluminum scale is also broken. This can be seen in the photo here:

I'm sure I can get this working without the scale but best would be to have the 14BR parts manual and a bit of luck. Some 3/8" tape would be nice to have also.
