Thats the first test.  Does the platen turn easily by hand?
 
Yes.
 
Line feed on a 33 can be very touchy to fix.  Is it a sprocket feed or friction feed?

I was having issues with the line feed of my Model 33, and was wondering if anyone had a solution or had seen something similar. When I send a line feed character, it sometimes will not fully feed the line, as if the sprocket wasn't pushed down far enough or with enough force. I adjusted the spring to try to fix this but did not have luck. The paper is not slipping at all - the platen is not fully turning. I did also note that the platen turns plenty easily by hand.
