Having a keyboard does help. Are you sure about the speed of the machine
(60 wpm). Do you have a tuning scope connected to the TU170? Does the
tuning look correct when fed with ITTY or similar? Is the loop current 60
mA when in mark hold (such as when you have no audio into the TU170 or put
it in transmit)?

My first GUESS would be speed. I could make a recording of the sound of my
machine running open. You could see if yours sounds like that or sounds
faster. That saves you from having to count teeth on gears.
