John,

That sounds like a good idea.
Jim aka W6TTY just gave me the idea to crimp on electrical eye hole terminals.
I had some paracord and I took the core out and just used the sheath from the paracord.
If I had an iron handy I'd iron it flat but it's working as is.
I'm getting closer.

I have a loop of Bell System lacing cord in my M15 that functions as the return draw strap.  I installed it about 15 years ago.  Still works OK.

John,

I emailed Paul and waiting for a reply.
I actually bought one from Paul 4 years ago.
Now that I'm ready to put it on the machine I cannot find it.
I just saw it a few days ago. Been tearing the place apart looking for it.
No one goes in that room but me. I keep the door shut.
How a spring and a strap can both vanish is a mystery.
Hoping Paul has both.

Is this a no longer available part from Paul?

I have retained several lanyards from trade show credentials just in
case.  Another option would be, if still made, boot laces.  At least
there was a time some were similar to the draw strap.

As for the differing lengths, I never knew there was more than one.  I
see that the army manual only shows the P/N for the shorter version.
