The very first thing I do when starting work on a new Teletype is to put a 3-wire line cord on it.

There is a screw in the base very near the power terminals on a 15 where I connect the ground wire.

I have a large collection of IEC cords from defunct computers. I cut the female ends off and use them for line cords.
