Bambi,

Since you have replaced the filter caps, it may be that their normal impedance is enough to provide a current to trip the GFI.  It doesn't take much to trip a GFI.

I have a Kleinschmidt TT-98 that I had to install a separate power outlet because it would trip the GFI on my bench.  I could not find anything wrong with the TT-98 (which was also a series governed motor).

So there may be nothing wrong with the motor.

A series governed motor has a lot of sparking from the brushes and switching the series resistor in and out of the circuit.  This can cause interference with radios, so a big RFI filter, with capacitors to both sides of the line to ground, is used.

Either change out the S-G motor for a synchronous one, or used a grounded power cord on a non-GFI circuit.
