Are you looking at a number 4B stamped on a function lever?  According to this chart that would be a Bell on Blank.  Strange, but not as strange as bell on space.  I suspect it's like blank isn't normally used, but can be when they want a bell.  And it would serve as a warning of an open circuit that couldn't be ignored. 

I never spent enough time in the newsroom to know for sure, but I know the bell didn't ring on space and I suspect onlyt when AP or UPI or NWS had a reason to get attention.  (Hmm, gets me to wondering, we didn't have any machines at the transmitter site and there were hours that the studio was empty, I guess news only happened between 8AM and 11PM)
