Sounds like someone sprayed it down with WD40.

I got a 19 table and the printer was giving problems.  The previous owner had used a lot of WD40 on it over the years.  I used a mixture of gun cleaner called ‘Ed’s Red.  Kerosene, paint thinner acetone automatic transmission fluid.  Not too expensive and really cut that crud out of it.

I had to completely disassemble the main shaft due to clutch seizure. Needed to heat it up to get it apart. Virtually all the other joint-type mechanisms were frozen also.
