I would look into the area of the selector magnet. It sounds like maybe the armature is not dropping when a new character comes in. Try increasing the spring bias on the armature.
I can't give you any more specifics as I am mainly a Kleinschmidt guy (US Army TTY repairman), although I do maintain a few M15. M19, M28 for the AWA Museum.

Could it be a bad motor, or is there an adjustment I am missing? Some torque setting or clearance somewhere?
