I found the trouble with my 14 reperf ribbon feed. The gear at the far end of the spool shaft was jammed on too tight and creating too much friction. I loosened the gear, moved it a tiny bit, re-tightened and oiled the space behind it..

The left spool doesn't bind and the reperf prints perfectly now.

I have to thank Jim Cooper for suggesting I take another look at it.
