It is used to roll up paper as it is being printed.

It goes on top of a 15.

OK,  Still rather newbie to a lot of the teletype equip.   A Hibid auction in Indiana has a listing for a Western Union Teletype UA15 Paper Winder:

Wold this be used to create rolls of blank paper from some sort of stock?  or to roll up paper  that's been printed?
