Did they make/use Model 19s outside the Navy? Also to note a 28 to the right. I agree the machine haa a Bell System logo on it, but that window on top is wild. Looks like this is strictly for punching paper tape and whatever it is is logged (roll).

I say it’s a toss up - did the Bell system have put their machines in the FAA or perhaps an airport?

My guess is telephone company communication center based on the likelihood and the look of it. I don’t think that clock has a neighbor giving UTC/Zulu or aviation things/charts around.  A lot of room for error in my assumptions still, i know.
