I’ve got that bias thing where I saw what you said first - looked like a federal seal and a lot of regulatory badges on the machines. There also seems to be a 3 letter word (and more) underneath the seal which is just not legible so…

But then i think i can see a Bell system logo which makes sense to be on that badge if it was at the phone company or leased from them.

I say it’s a toss up - did the Bell system have put their machines in the FAA or perhaps an airport?

My guess is telephone company communication center based on the likelihood and the look of it. I don’t think that clock has a neighbor giving UTC/Zulu or aviation things/charts around.  A lot of room for error in my assumptions still, i know.
